Should punctuation be included in the quotation when used this way?

If a quote is a sentence, like this,

Mr. Jacobs bellowed, “Come to the cafeteria!”

then the punctuation is included. But if there is a sentence where the punctuation is not part of the quote itself, is it still included? For instance,

The action was deemed “irresponsible and prejudicial,” and those involved were removed from the assignment.

OR

The action was deemed “irresponsible and prejudicial”, and those involved were removed from the assignment.
